Counseling Degree Tuition and Scholarships: What You Will Actually Pay

How to turn a per-credit rate into a real total, which fees sit outside tuition, how 2026 federal loan changes affect graduate students, and how scholarships differ from loans.

Updated October 12, 2026 · CounselingSchools.net editorial team

Counseling programs rarely publish a single price. Most list a rate per credit, a separate set of fees, and a funding page that mixes scholarships, assistantships and loans. This guide shows how to turn those pieces into an estimate you can compare, which costs tend to sit outside tuition, what changed in federal graduate loans in 2026, and how to read scholarship offers.

Per-credit rate is not total tuition

The number that appears most often on program pages is a per-credit rate. To compare programs you need to multiply it by the credits the degree actually requires, and those totals differ more than the rates suggest. In our directory (October 2026), 156 of 198 master's programs list 60 credits, but others range from 48 to 90 or more, partly because some schools count quarter credits rather than semester credits (methodology).

ProgramBasisEstimated tuition
Grand Canyon University, online M.S. in Addiction Counseling36 credits × $610$21,960
University of the Cumberlands, online CMHC master's60 credits × $449$26,940
West Virginia University, M.S. Counseling (CMHC, campus)60 credits × $1,922 (2026-2027)$115,320
Penn State, M.Ed. School Counseling emphasis61 credits × $2,028 (2026-2027)$123,708

These are tuition-only estimates built from each school's published rate and required credits; fees, living costs and future rate increases are not included. Across the 167 programs where we could build a comparable estimate, the figures run from $21,960 to $194,688 (a doctoral program). See affordable online counseling master's for the lower end.

Two details change the math:

  • Residency. Public universities often charge out-of-state students more. UCF lists its counselor education PhD at $369.65 per credit in state and $1,276.48 out of state. Some online programs use one rate for everyone; the University of Louisiana Monroe states that its online counseling program charges $550 per credit with no out-of-state tuition.
  • Part-time pace. A part-time program spreads the same credits over more terms, which can mean more per-term fees and exposure to annual rate increases.

Fees that sit outside tuition

Fee tables are where similar-looking programs diverge. Examples from programs in our directory:

  • Residencies. Bellevue University charges $350 each for two residency courses in its online CMHC master's, on top of tuition.
  • Liability insurance. The 2024 CACREP Standards require students in accredited programs to be covered by individual professional counseling liability insurance during practicum and internship. Hazelden Betty Ford's graduate school bills a $105 yearly fee for student membership in the American Counseling Association that includes this coverage. ACA states that active student members working toward a first master's degree in counseling are eligible for complimentary student liability insurance until graduation.
  • Fieldwork platforms and supervision. Indiana Wesleyan's handbook charges each student a one-time $195 fee for Tevera. Messiah's internship course notes that any site supervision fees incurred are the student's responsibility.
  • Background checks and enrollment fees. Counseling@Northwestern lists a $50 background check as part of admission.
  • General university fees. Regent University lists a University Services Fee of $750 per semester for online students in its counseling programs; many schools charge similar per-term or per-credit fees.

Ask each program for a full cost of attendance for your format, including residencies and fieldwork.

Federal loans for graduate counseling students changed in 2026

Federal student loan rules for graduate students changed on July 1, 2026, under the law the Department of Education now calls the Working Families Tax Cuts Act (earlier referred to as the One Big Beautiful Bill Act). The final regulations were published in May 2026. According to Department of Education training materials:

  • Grad PLUS loans are eliminated for new borrowing. Before the change, graduate students could borrow up to the cost of attendance through Grad PLUS.
  • Direct Unsubsidized Loans for graduate students are capped at $20,500 a year and $100,000 in aggregate. Higher limits apply to "professional students," a category defined around professional degrees such as medicine, law and pharmacy; the Department defines a graduate student as one enrolled in a program that awards a graduate credential such as a master's degree.
  • A lifetime cap of $257,500 applies across federal student loans.
  • Less than full-time enrollment reduces the annual limit in proportion to how far below full time you are enrolled.
  • Schools may set lower limits for a program if they apply them consistently.
  • A temporary exception covers students who were enrolled and had received a loan for their program as of June 30, 2026, for a limited period.

How these rules apply to you depends on your program, enrollment and borrowing history; confirm with the school's financial aid office and studentaid.gov. The practical point: for higher-priced programs, federal loans may no longer cover the full cost, which makes the tuition estimate above more important.

Scholarships, assistantships and grants

Funding exists, but most of it is limited, competitive or tied to conditions. Examples from program pages:

  • Program scholarships. Indiana Wesleyan offers competitive scholarships of up to $1,000 per semester, one requiring an undergraduate GPA of at least 3.5. The University of Denver's online school counseling master's advertises a scholarship of up to $30,000 for incoming students with no separate application.
  • Assistantships. The University of Louisiana Monroe describes counseling graduate assistantships with free tuition and an $8,000 stipend in exchange for 20 hours of work a week, in very limited numbers. The University of Oklahoma tells incoming students that faculty can neither guarantee nor coordinate funding.
  • Grant-funded support. Western New Mexico University describes a state project funding graduate students in mental health programs with $500 to $10,000. The University of Iowa lists federally funded training grants with tuition support and stipends for rehabilitation counseling students. Such grants are often tied to a specialty or a later service commitment, so read the terms.
  • National fellowships. The NBCC Foundation's Minority Fellowship Program has named fellows among mental health counseling master's and doctoral students and addictions counseling master's students.

Doctoral funding is a separate topic covered in PhD vs. EdD in Counselor Education. For more sources, see our scholarships page.

Loans are not scholarships, and discounts have conditions

A loan is borrowed money you repay with interest, even when a financial aid letter lists it beside grants. Some "scholarships" are tuition discounts that apply only if you meet progress or enrollment conditions; Walden's CMHC page, for example, shows a Believe & Achieve Scholarship as a reduction inside its tuition estimate. Before counting any award, ask whether it is renewable, what GPA or credit load keeps it, and whether it requires future work in a particular setting.

Before you commit

  • Multiply the per-credit rate by the required credits, using the rate for your residency and format.
  • Add every recurring and one-time fee, residency travel, insurance and fieldwork costs.
  • Check how the 2026 federal loan limits apply to your enrollment, especially if you plan to study part time.
  • Separate gift aid (scholarships, grants, tuition waivers) from loans in every offer.
  • Get assistantship and scholarship terms in writing; existing programs do not guarantee an award.
